This started to show up on my computer today:
 
It only lasts for a second, then goes away once Norton loads. I have never had this problem before.
 
Is there anything I can do to make it stop?
 
EDIT:  I got it to stop.  I noticed something. It started to happen right after Spybot detected something like "windowssecurity_disable".  It tends to detect it once in a while,and we always fix it. However, windows security was still disabled after fixing it. This time, it made the Norton popup happen. We found a way to enable the windows security again.  The way I got the Norton balloon to stop coming up was by using the option "change the way the security center alerts me".
 
However, it seems that something changed the settings on the windows security. My brother said he didn't change anything, and I know I didn't. It's a little unnnerving since I don't know what caused this. Can they just change theirselves once in a while, or do some sites do it?  I am sure there is no spyware or viruses that could have done this.
